CONTEXT

Ipas Mozambique is a non-governmental, non-profit organization operating in Mozambique since 2017, with headquarters in Maputo and provincial offices in Nampula, Zambézia, Niassa, and Cabo Delgado. In partnership with the Ministry of Health, Ipas develops activities aimed at expanding access to sexual and reproductive health services, safe abortion, and gender-based violence (GBV) prevention and response. This is achieved through improving the service delivery environment, strengthening health systems, generating and disseminating new knowledge, and enhancing social support networks for women and girls of reproductive age.


POSITION OBJECTIVE

As part of its program implementation, Ipas intends to immediately recruit a Procurement and Logistics Coordinator, based in Maputo. The incumbent will be responsible for managing and optimizing the flow of goods, services, and information from source to final consumption, with the objective of ensuring efficient distribution. The role also includes responsibility for the acquisition of goods and services — from supplier research to contract and cost management — which encompasses designing procurement strategies, conducting market analysis, negotiating with suppliers, ensuring quality and cost-effectiveness, and mitigating risks associated with the supply chain. The Coordinator will also provide technical support to the Administration department, with a particular focus on fleet management and control.

DUTIES AND RESPONSIBILITIES

Based at the Ipas Mozambique offices in Maputo and reporting to the Deputy Director of Operations, the Procurement and Logistics Coordinator will perform the following organizational support functions:

Logistics:

  • Manage the entire procurement and product preparation process, from receipt of requests to dispatch.

  • Coordinate and integrate relationships with suppliers and partners to ensure efficiency across the distribution chain.

  • Prepare and analyze costs, define performance indicators, and identify improvement areas to enhance operational efficiency and profitability.

  • Manage inventories and the storage of equipment and materials.

Procurement:

  • Develop and maintain the organization’s Procurement Plan.

  • Support program teams and other departments in defining procurement needs and managing the supply chain.

  • Participate in bid evaluation sessions and prepare evaluation reports.

  • Monitor supplier and contract performance.

  • Organize and maintain physical and electronic procurement records.

  • Identify and pre-qualify suppliers, negotiate prices and terms, and establish long-term relationships.

  • Manage the entire procurement cycle — from requisition to final delivery — for goods and services, as well as support the preparation of Terms of Reference and technical specifications.

  • Prepare tender documents, invitation letters, evaluation reports, and contracts.

  • Monitor supplier performance, prepare purchase reports, and analyze procurement costs.

Systems Strengthening and Compliance:

  • Implement and continuously improve Standard Operating Procedures (SOPs), tools, and templates for procurement and logistics.

  • Ensure that all procurement processes comply with organizational and donor policies and regulations, with complete documentation that upholds principles of transparency, economy, and efficiency.

  • Support internal and external audits by providing accurate records and implementing corrective actions.

  • Conduct risk assessments and implement mitigation measures to strengthen supply chain systems.

  • Build team capacity through training and mentorship on procurement and logistics procedures.

Coordination and Communication:

  • Collaborate with program, finance, and administration teams to align procurement and logistics plans with program activities.

  • Provide regular reports and updates to management on procurement status, logistics performance, and potential risks (Procurement tracker).

  • Represent the organization in procurement and logistics coordination forums, working groups, and meetings with external stakeholders as delegated by the line manager.

  • Maintain effective communication with suppliers, service providers, government entities, and partners.

  • Perform other duties as assigned by the Deputy Director of Operations.

Operational Planning and Fleet Management:

Provide technical support to the Administration department in implementing and overseeing fleet management processes, including:

  • Develop and implement a fleet management plan (preventive maintenance, insurance, licenses, and inspections).

  • Supervise the use of all vehicles and motorcycles, ensuring efficient, safe, and compliant use aligned with institutional purposes.

  • Manage the vehicle reservation and allocation system in accordance with operational needs and program priorities.

  • Monitor fuel consumption and mileage to ensure strict control and prevent misuse.

  • Ensure that all vehicles are equipped with emergency kits, documentation, and mandatory safety devices.


REQUIRED QUALIFICATIONS AND EXPERIENCE

  • Bachelor’s degree in Management, Administration, Law, or related fields.

  • Minimum of 5 years of experience in procurement within internationally donor-funded projects.

  • Knowledge of procurement regulations, particularly donor-related requirements.

  • Proficiency in Microsoft Office, advanced Excel, and procurement management systems.

  • Fluency in Portuguese and English.

  • Strong, clear, and effective communication skills.

  • Ability to work independently, take initiative, set priorities, and complete projects successfully.

  • Strong analytical skills and ability to create decision-support models for management.

  • Solid understanding of the national procurement market.

  • Excellent negotiation skills and a results-oriented mindset.
