- Implement and train staff in NRC’s logistics policies and procedures at office level
- Ensure compliance with NRC’s Logistics Handbook, other NRC policies and donor requirements in all procedures and processes
- Provide anti-corruption, transparency and cost efficiency focus in all processes
- Identifies non-compliance in procurement paperwork and reports accordingly.
- Ensure effective and efficient relationship with suppliers.
- Implement a filing system/archives according to procedures
Recruitment Description/ Key Accountabilities
These responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus and type of programme intervention. This section shall be revised whenever a new employee is hired or the context changes significantly.
- Organize all Procurement process and ensure adherence with NRC policies, tools, handbooks, guidelines and donor regulations.
- Prepare bid solicitation, bid evaluations, documents related to bid meetings, getting quotations / proposals through prescribed system;
- Supervise Logistics Assistant (Procurement) to ensure all bid opening process and preparation of files with labelling for bid evaluation meetings shall be conducted timely and accordance with the policy;
- Ensure all procurement transaction record has been kept updated and asper NR policy;
- Identify frequently procured goods and services and submit recommendation for establishing Framework agreements;
- To track all contracts and ensure that closure/extension/termination process is completed timely with all relevant approval and documents;
- Act as a technical focal person at Country Office to provided technical assistance to Area Office Procurement staff related to online tender management system, UNIT 4 Agresso or any other related procurement tool;
- Receive and handle all authorized supply requests for items to be procured, and carry out procurement processes under the supervision of Logistics Manager as per NRC procedures;
- Act as a liaison person at Country office for all area/field offices for updating them about their respective PRs and contracts status;
- Support requesting department in raising Purchase Requisitions (PRs) by making sure that the PRs are raised as per approved procedure and authorization table, before receiving them for further procurement process;
- Actively provide support to departments when elaborating procurement plans. Work to consolidate requirements across departments so that procurements can be grouped
- Meets with or speaks with the interested vendors concerning potential source for supply and service, develops and maintains an effective working relationship with vendors/suppliers;
- In case of partial delivery of goods, ensure that back orders are followed up and finalized in the shortest possible time;
- Identifies possible delays in ordering and makes sure all issues are flagged with the line manager to ensure appropriate action can be taken;
- Plans and conduct pre-qualification of vendors and develop and maintain Country’s supplier data bases for different goods and services
- Closely monitor the performance of different vendors and accordingly develop “Vendor Rating Form” based on periodic performance review of vendors.
- Plans and carries out price survey and market analysis in co-ordination with Logistics Manager.
- Coordinate with the supplier and NRC Warehouse staff on delivery of items. Follow up on Goods Received Note (GRN), Way Bills, Completion certificates and Invoices after delivery;
- Coordinate with the Finance Department to ensure that payments to vendors are made on-time and without any unnecessary strain on the financial systems of NRC;
QUALIFICATIONS
Generic professional competencies:
- Bachelor’s degree in Supply chain/Procurement/Logistics.
- At least Four years’ experience from working as a logistician in a humanitarian/recovery context
- Good knowledge of procurement systems and forms
- Experience of using online tender management system for high value procurement cases
- Previous experience from working with an NGO in complex and volatile contexts
- Documented results related to the position’s responsibilities
- Strong sense of personal integrity and commitment
- Must be fluent in English, both written and verbal
