Short Description/ Purpose of Job
Act to End Neglected Tropical Diseases (NTDs) | East is a five-year project funded by the U.S. Agency for International Development (USAID) that helps national NTD control programs for the control and elimination of five targeted NTDs: lymphatic filariasis, onchocerciasis, schistosomiasis, soil-transmitted helminths, and trachoma. RTI seeks a Program Manager to provide technical and managerial support on project Program aspects of the Act to End NTDs| East Project.
The Program Manager will support the Chief of Party in all programmatic and operational research deliverables of the project. Alongside the CoP, She/he will be responsible for guiding and mentoring the NTD team at MISAU where and when needed. He/she will work closely with the CoP, Finance Manager and MERLA Manager. This person will supervise the MERLA Manager and the NTD program officer. The Program Manager will directly report to the Chief of Party.

Responsibilities
Essential Duties:
- Support the Chief of Party in all program management and operational research aspects of the project
- Alongside the COP, be responsible for the overall implementation of RTI Mozambique NTD projects in collaboration with the central, provincial health management team so as other NTD partners
- Provide technical assistance to NTD program
- Travel to provinces for supportive supervision and other technical assistance for major activities
- Coordinate and ensure the completion of annual work plans, semi-annual reports, monthly updates, etc. with the RTI Mozambique team
- Provide oversight to procurement activities including supply chain management and tracking communication
- Ensuring the quality of deliverables
- Participate in the review of drug request documents that are sent to WHO (EPIRF, JRF, JAP, WP
- Track and report on programmatic deliverables in coordination with budget forecasting and workplan timeline
- Produce technical and/or operational journal articles, report deliverables, updates, and project success stories
- Write proposals and reports that meet the criteria of the bioethics committee for research projects
- Assist the NTD program teams in the writing of research projects Represent RTI when asked by the COP in NTD technical working group at MISAU and elsewhere
- Supervise NTD MERLA and project officer
- Respond to the HQ team when requested other duties as assigned by COP
Qualifications
Minimum Required Education and Experience
- Master’s degree in public health or other relevant discipline with at least 6 years’ progressive experience in implementing and leading technical and program activities
- Ample experience in all aspects of program management: planning, organizing data management, implementing, budgeting, and monitoring and evaluation with analytical skills
- Huge experience writing and dealing with the bioethical committee at MISAU
- Experience working with MoH officials, donor organizations, NGOs, and other agencies
- Knowledge of supply chain management, drug logistics and distribution issues
- Demonstrated experience in working with USAID-funded projects
Skills and Abilities
- Strong organizational and interpersonal/relationship-building skills
- Ability to work independently and within matrix project and program teams
- Fluent in Portuguese and English oral and written communication and presentation skills
- Excellent knowledge of Microsoft Word, Outlook, PowerPoint, and Excel
- Strong influencing and coaching skills
- Demonstrates commitment to RTI’s mission, vision, and values
- Willingness to travel within Mozambique up to 30% and internationally when necessary
