Short Description/ Purpose of Job

Chemonics is looking to recruit a Project Director for the five-year Limpopo Resilient Cities Project, which is budgeted at between US$ 30 and US$ 35 million and funded by
USAID.
The aim of this project is to increase access to safely managed and reliable critical services – namely water, sanitation and solid waste management – for urban residents in the Limpopo River Basin. The project will achieve this through partnerships with municipalities and service delivery organisations, as well as national governments, to:
– Improve the operations and management of water, sanitation and solid waste services, including the management of natural resources and infrastructure;
– Develop institutional capacity for cost-effective service delivery, including national capacity for policy implementation and municipal support, as well as ensuring a focus on gender, equity and social inclusion;
– Increase and optimise the participation of the private sector in providing or investing in the provision of services and associated infrastructure; and

– Improve the management of public finances for the sustainability of improvements in service delivery.
The Project Director will provide strategic vision, leadership and management in the design and implementation of all technical interventions for the project and will serve as the primary liaison with USAID on implementation activities and management issues. The Project Director is expected to be based in Pretoria, South Africa. This position is dependent on Chemonics receiving the grant and funding. Main responsibilities
– Lead and oversee the technical design and implementation of the Project’s strategic vision and long-term interventions to achieve results and impact.
– Provide technical leadership, guidance, supervision and management to staff, consultants, subcontractors and beneficiaries.
– Lead and manage a range of activities, with several participating counterparts per country, including but not limited to relevant regional organisations, national governments, municipalities, local actors, NGOs, academia, informal sector organisations, trade unions, other donors and implementing partners, exchange information, develop professional relationships and avoid duplication of efforts.
– Strengthen the capacity of national and sub-national institutions to provide critical water, sanitation and solid waste management services.
– Serve as the main liaison element with USAID/South Africa, the national governments of South Africa, Botswana and Mozambique, as well as selected municipalities per country.
– Lead coordination between subcontractors, beneficiaries and other partners in Southern Africa.
– Supervising the design, drafting and timely implementation of work plans.
– Ensure the completion of all deliverables and reports in a timely manner to USAID.
– Make verbal or written presentations, whenever these are requested, to various audiences
– Ensure that cross-cutting issues such as gender, equity, social inclusion, resilience, climate resilience, corruption mitigation and climate-sensitive approaches are effectively integrated into the Activity.

Recruitment Description/ Key Accountabilities

Qualifications and Skills

– Bachelor’s degree and 15 years of progressive experience in international development or Master’s degree and 10 years of progressive experience in international development or PhD and 8 years of progressive experience in international development.

– Minimum of 8 to 10 years of progressive experience in one or more relevant areas, such as drinking water and sanitation services (urban and peri-urban experience in water and sanitation is an advantage), solid waste management, strengthening the institutional capacity of municipal and/or national governments, policy development and/or municipal financial management or other relevant technical area.

– Proven leadership in the design, management and implementation of programmes of similar scope.

  • Demonstrated ability to build, motivate and lead multicultural and multidisciplinary teams in multiple countries.
  • Extensive experience in building partnerships, especially those requiring great programme flexibility.
  • Significant experience working with counterparts at various levels of government (national and municipal), private sector (multinational and local), civil society and community organisations, informal sector organisations, academia and other stakeholders for comprehensive civic engagement, capacity and participation, to promote social behaviour change.
  • Demonstrated skills in ensuring coherence and consistency in a fast-paced environment with tight deadlines, including quality control and timeliness of all deliverables.
  • Proven experience managing similar programmes in Africa; experience in Southern Africa preferred.
  • Previous experience managing projects funded by USAID or other donors of similar size and scope desirable.
  • Strong interpersonal and oral/written communication skills.
  • Demonstrated leadership, versatility and integrity.
  • Fluency in English (written and verbal) is required. Local language skills are an advantage.
