SAVE THE CHILDREN INTERNATIONAL (SCI), a non-profit humanitarian organization focused on child well-being, is recruiting a candidate for the following position:
Provincial Program Manager based in: Nampula
Purpose of the Role:
The Provincial Program Manager (PPM), based in Nampula, is a key member of the Country Extended Senior Leadership Team (ESLT). The PPM is directly responsible for the strategic development and effective, professional management of SCI’s programs in Nampula, in alignment with Save the Children Mozambique’s country-specific strategies, policies, and procedures, as well as SCI’s global standards.
The PPM acts as a field-based program manager at the provincial level in Nampula, with a wide range of responsibilities, including influencing national strategy and driving provincial strategy; collaborating in project design and development; implementing adaptive, integrated, and high-quality programs; monitoring and evaluating project activities; overseeing budgets and expenditures; managing support services and supervising the maintenance of agency vehicles, equipment, and tools; maintaining internal controls and compliance; liaising with donors; and reporting.

Qualifications
A Master’s degree in fields related to Save the Children’s work is essential, such as International Development, Project Management, Food Security, Education, Health, or Economics.
Relevant academic background and experience in project management cycles and community development are critical.
Essential Requirements
At least 5 years of experience in emergency and insecure response contexts.
A minimum of 8 years of experience (including the 5 years mentioned above) in program management, community development, and leading diverse teams in project implementation or a senior management role in an NGO environment.
Experience in program development, management, and participatory planning methodologies.
Strong proficiency in Portuguese and English, both written and spoken, is essential for effective communication.
Proven understanding and application of rights-based, participatory, and gender-sensitive approaches in emergency and development programs.
Budget management experience, including handling institutional donor funds, and managing multi-donor and multi-site programs (including USDA, ECHO, FCDO, GAC, BHA, NORAD, etc.).
Experience in security management in insecure environments to safeguard teams, assets, and operations.
Strong communication and interpersonal skills, with the ability to lead and work effectively in teams and represent Save the Children in Nampula.
Excellent planning abilities and capacity to work independently, multitask, take initiative, and facilitate effectively in dynamic and rapidly changing environments.
Ability to advise, influence, and negotiate tactfully and patiently, and handle critical issues.
Capacity to write clear, well-argued project proposals and assessment reports.
Strong influencing skills and advocacy experience; along with political and cultural sensitivity, patience, tact, and diplomacy.
Willingness and ability to be highly flexible and adaptive in difficult working conditions, with a strong commitment to Save the Children’s mission and principles.
Solid understanding of the organization’s child-focused mandate, and ability to uphold it across all operations.
Willingness and ability to adapt work practices and schedules in case of major emergencies, including short-term travel for extended periods.
High level of computer literacy is required to manage digital tools and platforms.
Strong skills in risk analysis, monitoring, and mitigation plan execution.
Effective leadership and change management capabilities.
Good knowledge of operational, financial, awards, and support service management processes.
Desirable
Experience representing the organization at national level with key stakeholders and in coordination with other NGOs/UN agencies.
Training and experience in media engagement.
Ability to work within a matrix management structure.
International experience or prior experience working outside Mozambique with NGOs.
Dynamic, innovative, and creative approach.
PMD Pro certification is an added advantage.
