Short Description/ Purpose of Job
Efficiencies for Clinical HIV Outcomes (ECHO) is a $239 million project to support the Government of Mozambique’s achievement of HIV/AIDS epidemic control and establishing a sustainable, government-led HIV response by 2026 in provinces where USAID is the primary clinical support partner.
This position is based in Maputo, Mozambique.

Core Responsibilities
Under the supervision of the Chief of Party, the Technical Director is responsible for the overall technical direction and outcomes of the ECHO project. The Technical Director leads the national technical team of specialists and advisors to provide implementation guidance to ECHO’s provincial teams and provides specialized, need-based support to integrated teams (EIs).
- Technical leadership and oversight
- Provide overall technical leadership, direction, and oversight for the achievement of the project’s targets towards 95-95-95.
- Provide technical direction for the development of all activities of clinical and community services addressing prevention and care and treatment of patients living with HIV for the ECHO annual work plans.
- Provide technical direction and oversight to the national technical team of specialists and advisors for prevention, care and treatment, and community; directly supervise the Prevention Team Lead, Care and Treatment Team Lead, and Community Lead.
- Lead the national technical team to provide support and technical assistance to province-level staff through extensive travel 40-50% of the time) to the provinces, site visits, mentoring and coaching.
- Collaborate closely with provincial teams and counterparts to ensure effective implementation and adherence to established protocols and guidelines.
- Acts as a technical expert, offering guidance and mentorship to on-the-ground staff to enhance the quality and efficiency of prevention, care and treatment, and community activities.
- Collaborate with national technical teams to design and implement adjustments to ECHO’s technical approach to better achieve project objectives.
2. Evidence-based programming and advocacy
- Collaborate with the SI team continuously to ensure optimal monitoring of prevention, care and treatment, and community activities.
- Collaborate with the SI team to ensure that evidence informs interventions and contributes to organizational learning. This includes facilitating knowledge-sharing sessions, supporting data-driven decision-making processes, and contributing to the continuous improvement of programmatic approaches.
- Collaborate with the ILA team to determine the most strategic ILA topics and oversee introduction and implementation of innovations for achieving ECHO objectives.
- Support the development of ECHO quarterly and annual reports by overseeing the technical inputs from the prevention, care and treatment, and community teams.
- Collaborate with national technical team to routinely review and synthesize emerging national and international evidence to identify effective prevention, care and treatment, and community activities.
- Provide timely analysis and recommendations to inform project strategies, MISAU policies, and programmatic decision-making, ensuring alignment with the latest scientific evidence and global guidelines.
- Advocate for policy changes and programmatic adaptations based on evidence-based insights, aiming to improve the effectiveness, efficiency, and inclusivity of prevention, care and treatment, and community services and activities nationwide.
- Collaborate with the Senior Management Team to determine strategic topics for documentation and dissemination.
3.. Representation and engagement
- Represent ECHO in various forums, including MISAU committees, and Working Groups, to advocate for priority prevention, care and treatment, and community issues and ensure alignment with national and global agendas.
- Engage with key stakeholders such as GRM, USAID, other implementing partners, civil society, among others, to foster dialogue, share best practices, and promote coordination of efforts aimed at advancing HIV prevention, care and treatment, and community goals and reducing transmission rates.
- Build and maintain strong relationships with government agencies, especially MISAU, the National AIDS Program, and Provincial leadership; use evidence and diplomacy to successfully advocate for government buy-in and support for the implementation and scale up of effective interventions.
- Represent ECHO in international conferences, meetings, and presentations.
What We Value
- A medical degree or doctoral level degree in public health or related field.
- 10 or more years of experience in clinical service delivery of HIV related interventions.
- Strong skills in data use and interpretation.
- Ability to perform at a senior policy level.
- Demonstrated experience at a senior level participating or advising in high level MOH forums/discussions/boards.
- Demonstrated ability in monitoring similar programs and interpreting and utilizing national level data.
- Ability to provide technical guidance and support to various staff and teams (both within the project and at MOH) in a constructive way.
- Demonstrated deep and up-to-date technical knowledge of clinical HIV service delivery, including prevention, care, and treatment, including knowledge of latest protocols, evidence, and issues.
- Strong oral and written skills in Portuguese required; English skills preferred.
