Short Description/ Purpose of Job

Save the Children International (SCI), a non-profit humanitarian organisation focused on children’s welfare, is recruiting candidates for the following position:

(1) Technical Specialist in Education in Emergencies and Safe Schools (Maputo/Pemba)

The Technical Specialist in Education in Emergencies and Safe Schools will be responsible for ensuring quality technical support for the entire Save the Children’s Safe Schools portfolio, including Disaster Risk Reduction, Emergency Preparedness Planning, and Education in Emergencies (EiE).

The post holder is responsible for ensuring that quality programmes are initiated and that capacities are developed to provide humanitarian interventions for the prevention and educational response to children affected throughout Mozambique. The post holder is expected to lead the design of programmes and projects, master budgeting, engage in inter-agency coordination, align with national guidelines and policies, advocate, and support fundraising and capacity building for EiE technical staff and partners. They will also contribute to achieving high-quality programmes through evidence-based work and/or leading new research around Safe Schools, DRR in Education, and Education in Emergency programming. The post holder is also expected to contribute to EiE programming in case of emergencies. In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

Qualifications and Skills

Qualifications

  • Bachelor’s Degree in Education, Sociology, Development Studies, or equivalent field experience;
  • A Master’s degree will be considered a preferential requirement.

Experience and Skills

Essential

  • At least 5 years of significant senior-level experience working in educational programmes for international NGOs;
  • Specific experience in education in emergency settings (EiE). Knowledge and experience working with Safe Schools, DRR, and/or EPP is highly valued;
  • Strong commitment to staff and partner capacity building, with a willingness to adopt participatory and consultative approaches;
  • Ability to effectively negotiate with potential donors, UN agencies, INGOs, and demonstrated ability to develop and write detailed technical project proposals that meet donor requirements, including corresponding budgets;
  • Strong proposal and report writing skills;
  • Demonstrable ability to operate at a high political level, with excellent communication, advocacy, and leadership skills;
  • Ability to liaise and effectively coordinate with government, academia, local NGOs, the private sector, and community initiatives;
  • High-level written and spoken proficiency in Portuguese and English;
  • Ability and willingness to regularly travel to the field;
  • Experience promoting and integrating Child Rights programming in the design, implementation, and evaluation of educational programmes;
  • Ability and willingness to drastically change work practices and hours and work with emergency teams in the event of emergencies.

Desirable

  • Commitment to and understanding of Save the Children’s aims, values, and principles;
  • Experience working with local Civil Society Organisations, strengthening their ability to deliver Safe Schools, DRR, and quality education in Emergency Programmes in Mozambique or elsewhere.
